UPDATE ON HANDSOME'S CASE

Our statement has been recorded by the Selangor Department of Veterinary Services and we have informed them that MDDB wants to go all the way in ensuring that justice has been done. We also found out from a source that Handsome had a severe case of hookworms at his time of death. There was also carbon deposition in his lungs and we are wondering how it got there. How did he inhale so much of carbon - is it carbon monoxide from a vehicle? Could there be the remotest possibility of Handsome being exposed to carbon monoxide with the intention of killing him when he was really ill? His intestines were also slightly pale with light black patches and we'll be speaking with our vets on what possibly this could be. His liver was also congested and we wonder if this could be due to the carbon inhalation or poisoning or an infiltration of hookworms. Handsome's cause of death was respiratory failure and septicaemia (blood poisoning). So, it looks that Handsome was a badly neglected dog and there may also have been attempts to kill him off when he was lying there dying? Or was he dumped outside after being exposed to carbon monoxide - given then he would be dying soon?

Do not open your gates

http://malaysiandogsdeservebetter.blogspot.com/2011/01/persecution-of-dogs-rescuers-lovers-and.html

In reference to the above post - you do not have to open your gates and doors to local council officers who want to inspect your dogs if you do not want them to.
Do not be intimidated if the group comes with a VIP i.e a Selangor executive councilor in tow.
It is your right not to allow them to inspect your dogs. If they say they are there to inspect your surroundings for aedes, put your dogs inside the house and get them to look around quickly.
In the event they say they have received complaints from your neighbours, ask them to compound you.
Please pass this around.

Police reports

A total of 15 police reports were lodged at the Petaling Jaya District Police headquarters at 7.00pm on Jan 26. One report was launched by the Malaysian Dogs Deserve Better (MDDB) canine welfare project whilst the remaining 14 were lodged by MDDB supporters. MDDB has also urged its supporters from other parts of the Klang Valley to lodge similar reports within the next few days. We view the matter very seriously and will continue to pursue it until the culprits are brought to book.

Looks like SPCA Singapore acted much faster than all the SPCAs in Malaysia.

DVS officers after collecting Handsome's remains
DVS officers before leaving with Handsome's remains
DVS investigating officers taking down the necessary details

We are very grateful to the Selangor DVS for promptly acting on our complaint re: Handsome. They were at our panel clinic where Handsome's remains were slightly over an hour after we called. The took down all the necessary information and also Handsome's remains to be sent for post-mortem to determine his cause of death. They are taking what had happened to Handsome very seriously and we are glad about this. DVS will take several days to carry out the investigations and MDDB will give them our fullest cooperation and help them in whichever way we can. Once again TERIMA KASIH DVS Selangor, your prompt action is greatly valued and appreciated. Thank you very much.

KTM

R.I.P
When it rains, it pours. KTM, the dog abused by the KTM workers, died in his sleep yesterday. He was very frail but had a hearty appetite. It was only on his last day that he showed some respiratory problems and it is believed he was infected with distemper. We think he must have been infected in the ten days he spent at the Selayang pound given that almost all the puppies rescued there by Animalcare tested distemper positive. Many had died from the time of rescue. There was someone called Leong who wanted to see KTM and claimed she had been feeding him for the last two to three years at the station. Leong also told us that the KTM workers often tormented and abused the poor dog. When we told her to wait for a while until he stopped being so panicky, Leong had said KTM may die soon because he had been very frail. We are sorry Leong, for telling you to wait - because you were right - he was indeed frail and died before you could see him. But we are still not able to understand why someone who cared so much for him allowed him to be continuously abused by the KTM workers. The only comfort we have now is knowing that KTM was given love and attention for the period he spent under the care of our fosterer - who ensured that he was fed with his favourite chicken everyday. What has happened to KTM will only push us to pursue our civil suit against KTM, the Selayang Municipal council and also the Klang Municipal Council. We had initially not planned to initiate legal action against the Klang Municipal Council but after learning that their dog catchers had to actually be taught to catch dogs - we were told we had grounds to sue.

GOOD NEWS

LESTER, ON THE DAY HE WAS RESCUED
WORTH EVERY CENT. THANK YOU FOLKS FOR HELPING US TO HELP LESTER.

LESTER AS A PUP BEFORE HE WAS ABANDONED AT THE PETALING JAYA OLD TOWN MARKET.

LESTER ON HIS WAY TO HIS NEW HOME.

CAN'T WAIT TO LEAVE THE CLINIC.

ON HIS WAY TO A BRAND NEW LIFE.

We have some good news - Lester was adopted today by one Datin Jeniffer Khoo and has finally left the veterinary clinic to go and live in a nice big house in Petaling Jaya.

We are happy that we gave him a second chance in life and did not bow to pressure to put him to sleep.

His entire treatment cost RM5,600 but the vet gave us a RM600 discount.

Every sent spent was worth seeing how happy Lester was to finally leave the clinic.

He has healed well and merely needs good food and TLC to get back on his feet.

We learnt a bit more about him from the lady who has been feeding Lester for the past five years.

Apparently, he was adopted by a family she knows as a puppy but the family dumped him at the market when he was about a year old.

That was five years ago - although the lady had been feeding him the last five years - we do not understand why she had condoned him being turned into a stray.

She has forwarded a pix of him as a pup and we can see how much he must have suffered after being dumped.

Because he was lived on the streets for that many years - Lester is anemic and according to the vet has to be on medication for life.

Anyway, we are happy that he now has a good family to take care of him.

HE HAS BEEN FOUND

The hungry and thirsty dog at MDDB's hideout
After being removed from the pound
Being transported to secret destination
Gunaraj screaming his head off to Razif over the phone to be allowed in
The dog being tortured at the KTM station
Inhuman act
The dog which was tortured by the KTMB staff has been found. Thanks to the sharp eyes of SPCA's Murugan who spotted the dog at the Selayang Pound. We sent our friend Erica Chum to the pound and she waited for Selayang councillor Gunaraj George to gain entry.
SPCA was also there but was not allowed in by Evil Ernie. It took a good scolding by Gunaraj who also called her boss Dr Dr. Razif Zainol Abidin - 012-2252240, razif@mps.gov.my to tell him off! We think that they were feeding the dogs and getting the place clean before letting these people in.
So has anything changed at the Selayang pound? We think not other than the fact that four workers have been transferred out but the biggest culprit Evil Ernie is still there.
By right its this woman who has both shamed and humiliated the Selayang Municipal Council that should have been transferred. Coming back to the dog, the SPCA, which came there to collect a mother dog and three puppies, agreed that we take the KTMB dog as we are looking into initiating legal action against KTMB.
Apparently, the dog catchers who had gone to the train station to capture the dog told Gunaraj they had been called umpteen times after Nisha's letter in Malaysiakini had created a ruckus. The dog had not wandered very far from the station, probably due to injuries and fear, when the Selayang catchers found it.
Therefore the KTMB people were lying through their teeth when they said the dog had wandered off. They had tried to get rid of the evidence by harassing the Selayang people to come and get the dog as soon as Nisha's letter was out.
We are now looking at initiating legal action against KTMB and have individuals who have come forward to be named as plaintiffs. We also have some young lawyers who have offered to initiate the legal action for free. We think we would also simultaneously initiate legal action against the Selayang pound for cruelty.
Those who want to be a part of this please contact us as soon as possible.
P/S So Mr SOH of DVS, we have the evidence now - will you take any action against the culprits?

WE ARE LIARS?

Dr XAVIER JAYAKUMAR - drxavier@selangor.gov.my

Animal pounds ordered to clean up their act
by Meena L. Ramadas

SUBANG JAYA (March 2, 2010): The Selangor government has instructed all municipal councils to “clean up their act” concerning the management of animal pounds.

State executive councillor for health, estate workers' affairs, poverty eradication and caring government Dr Xavier Jayakumar said today all municipal councils have been told to maintain the cleanliness of the pounds, work with the Veterinary Services Department under the Agriculture Ministry and that officers have to treat sick animals and follow guidelines on euthanising them.

He said the recent spate of media reports on the poor condition of local council pounds had resulted in checks made to the Selayang Municipal Council (MPS), Klang Municipal Council (MPK) and Ampang Jaya Municipal Council (MPAJ) pounds.

“The reports about the MPK pound was found to be not true,” he said, after launching a workshop organised by Canine Advisory Team (CAT) on the management of stray animals and pets in Selangor at the Subang Jaya Municipal Council (MPSJ).

“As far as MPS is concerned, we have informed the health section of the council to make the necessary changes,” he said.

A blog posting revealed that a dozen dogs had died in the MPS pound over the last one week due to mismanagement and slacking of caretaking duties.

Jayakumar said the state is working to streamline animal licensing guidelines across municipal and city councils.

He said the licensing guidelines vary across councils and the state intends to create a uniform set of guidelines to be practised by all councils.

“We are looking into the differences among the councils’ guidelines and we will consider all sensitivities,” he added.

He said the guidelines have been in place for a significant amount of time under the Local Government Act and changes take “a bit of time”.

Jayakumar said the state is also studying total procedural matters concerning the way in which animals are treated in municipal council pounds after receiving complaints on the management of pounds and animals.

He said the public should expect more information soon about a centralised pound to be established by the state.

Jayakumar said the facility requires at least two hectares and the only available land is in Sepang.

“I have plans for it and I have also spoken to consultants on ways to establish a environmentally-friendly facility,” he said.

“I am thinking about hiring veterinarian officers and veterinarian animal assistants as well as members of non-governmental organisations to educate owners on pet management.”

Meanwhile, the forum organised by CAT yielded five recommendations: local councils to work together with the veterinary department and officers, local councils to cooperate with NGOs on catching strays, microchipping for easy ownership identification, educating pet owners and more stringent licensing laws.

A total of 12 local councils participated in the forum. -- theSun

Councils and animal welfare groups must work together
Yia Zhi Jern and Stephanie Augustin

RAWANG (March 2, 2010): A non-governmental organisation (NGO) wants greater cooperation between animal welfare groups and local councils in dealing with the alleged mismanagement of pounds.

Malaysian Animal-Assisted Therapy for the Disabled and Elderly Association (Petpositive) and Canine Advisory Team (CAT) president Anthony Thanasayan said both parties have to work together to ensure animal welfare.

He was responding to the recent case of alleged mistreatment of dogs at the Selayang Municipal Council (MPS) pound in Rawang.

The case came to light when the NGO, Malaysian Dogs Deserve Better (MDDB), posted eyewitness accounts and photos on its blog on Feb 21. The photographs of dog carcasses, diseased dogs and tick-infested kennels outraged many animal lovers.

Following this, several other parties, including the Society for the Prevention of Cruelty to Animals (SPCA), MPS councillor Gunarajah George, and Petpositive's Thanasayan, who is also Petaling Jaya city councillor, visited the pound.

"It is not true that the pound is a hellhole. I’ve been to the pound and the dogs had food and clean water. I don’t know what happened before but today it looked okay," said Thanasayan who visited the pound on Feb 24.

However, he admits there could be negligence. "They have probably 60% knowledge required to look after the pound. The caretaker, who has come under fire, is actually knowledgeable in pound management as she attends CAT meetings on dog care," he added.

Thanasayan believes in engaging the council instead of hurling accusations at them.

"Clearly MPS needs help – they have admitted so. The council has immediately implemented some of the guidelines we submitted to them while some others will start in a month," said Thanasayan.

Some of the guidelines the council has decided to implement immediately include not entering compounds during operations, to stop catching puppies and unlicensed but collared dogs.

He said MPS Director of Health and Licensing Dr Razif Zainol Abidin had told him the pound would put in place measures to improve the situation within the next month.

These measures include separating strays and pets, looking into nutrition and canine healthcare, as well as euthanising strays.

Gunarajah, when contacted, said MPS will also form a committee involving representatives from the Health Department, MPS, Department of Veterinary Services (DVS), Petpositive, MDDB and SPCA to monitor the pound.

Meanwhile, MPS and DVS have both launched separate inquiries into the Selayang pound situation. -- theSun

Councillor Turns Rescuer

Puppies rescued by Gunaraj and his family

Selayang Municipal councillor Gunaraj George and his family turned rescuers yesterday when they rescued five puppies from the notorious Selayang pound. They took the puppies home and they are currently being fostered by Gunaraj's family. Gunaraj is not new to MDDB given that he adopted two dogs from us last year. One is Ginger and the other is the famous Rottie who has since been renamed Dexter by Gunaraj's family. http://malaysiandogsdeservebetter.blogspot.com/2009/04/remember-brother-rottie.html
Having seen for himself the atrocities at the pound, Gunaraj is currently facilitating the setting-up of a advisory council made-up of animal rescue groups and independent rescuers. We have been informed besides MDDB other independent rescue groups that will be invited to sit on the council includes AnimalCare and Sherrina Krishnan's Independent Pet Rescuers Malaysia. Most interestingly, the council will also include many independent rescuers who do not belong to any rescue group. All of us got together last weekend and are working towards preparing a work paper on our suggestions. We had also discussed the need to create an umbrella body for all independent rescuers and rescue groups and have initiated the necessary paper work. We have plans to move into all the 12 local councils in Selangor. Wish us luck! Those who want to join the umbrella body or sit on the council can write to malaysiandogsdeservebetter@gmail.com

IN THE MALAY MAIL

No puppy love at Selayang pound

Animal rights abused at council's dog shelter, says NGO

Kiatisak Chua
Friday, February 26th, 2010 11:03:00

PETALING JAYA: If hell exists on earth, then it must be the Selayang dog pound. A non-governmental organisation called Malaysian Dogs Deserve Better (MDDB) has slammed the mistreatment of canines at the pound run by the Selayang Municipal Council.

An MDDB spokesperson alleged that the dogs were not taken care of properly and some had even starved to death.

"They don't feed the dogs with proper food. In one or two of the cells, they are given only chunks of white rice thrown into the cage," she said.

"They also provide water in big old pails and puppies can't reachthe top to drink."

The horror is not limited to the pound as it is alleged that the staff goes around catching strays, going as far as entering the toilet of a coffee shop to seize a dog owned by the shopkeeper.

"That staff said that under the local authority by-laws, they can either compound the owner or seize the dog. They chose to seize the dog on-the-spot instead," said the spokesperson.

She said the reason the staff gave for taking away the dog was because the owner could not afford the compound fee of RM1,000.

"Instead of compounding owners, they seize their pets and throw them into the pound," she said, adding that some of the dog have died of tick fever as the pound is infested with the parasite.

Meanwhile, the Society for the Prevention of Cruelty to Animals (SPCA) Selangor is upset with the council for repeatedly rejecting their offer to care and provide for the animals at the pound.

MDDB is calling on the Federal government to adopt Indonesia's and Singapore's methods in handling stray dogs.

"Although Malaysia is getting closer to being a developed country, our management of strays is actually taking a step backwards," said SPCA honorary chairperson Cristine Chin.

"In Indonesia, stray dogs are sterilised and then put back on the streets. This is working well so we should adopt the same techniques too."

Selayang Municipal councillor Gunarajah R. George said the council should not be blamed.

"Some of the strays were ill before they were caught and put in the pound. That is why some of the dogs died."

SPCA slams Selayang council

The Society for the Prevention of Cruelty to Animals (SPCA) Selangor honorary chairperson Christine Chin has lambasted the Selayang Municipal Council for rejecting the association's help to care and provide for the animals in the council's dog pound.

"The council has a heartless and arrogant attitude. We want to providefood and disinfectant for the dogs in their pound but time and time again, we have been rejected. We are not even allowed to see the pound," she said, adding that they have been repeatedly rebuffed over the years.

"Their pound should follow simple procedures like de-lousing the cages and disinfecting the dogs from ticks daily. No dog should have to die of tick fever while in the pound and if they do die, it shows how ignorant the pound is in taking care of the animals."

She said SPCA will continue to offer help to improve the dogs' welfare. "Our officers can educate the pound workers on how to disinfect the dogs."

Dog pound solutions

PETALING JAYA: Solutions have been proposed to solve the issue of housing stray animals. Following a meeting between the Selayang Municipal Council(MPS) and concerned non-governmental organisations, MPS councillor, Gunarajah R. George, said the parties concerned have agreed on the method of rounding up strays in the future.

"Workers from the pound are not allowed to seize the stray dog immediately. Instead, they will have to issue a notice to the owners first."

Gunarajah added that the staff of the pound are not allowedto enter the owner's premises without permission to seize an animal.

"If the owner is found not tohave obtained a license, a compoundwould be issued and the owner would be advised to get a licence for their pet."

During the duration of the dogs' stay in the pound, Gunarajah said that the staff must give ample attention to
the animals.

"Food, water and the cleanliness of the cage will have to be looked into."

Gunarajah believes that the reason why the pound was not in tip top condition was deu to the long festive holidays.

"Maybe during the holidays, the caretakers themselves were on holiday and did not pay attention to the welfare of the dogs.

"We are still investigating the matter. I urge the owners whose dogs are in the pound, to quickly obtain their licences and retrieve their canine companions."

The pound as of yesterday morning.

Chicken brought by Evelyn and husband to the pound
Rice mixed with chicken head boiled in water mixed with curry powder.
Do you understand the logic of this????????
Serene with her bag of kibbles
Does this dog look overjoyed?
"Happy" dogs at the Selayang Hell Hole
"Happy" puppies
Puppies - luckily they have all been rescued
"Happy" dog?
One of the puppies which was eventually rescued

Do you see this dog wagging its tail?
Miserable
Is this dog happy as claimed by certain quarters?
Faces of despair
Dear people,
these pictures were taken by our friend Evelyn who went to the pound with her husband early enough to snap some pictures. She also brought some boiled chicken meat dusted with brewers yeast. Another friend Serene had also joined them with several bags of kibbles. They were there before certain parties induced the pound management not to let anyone, except them, into the pound. The puppies you see in the pix have all been rescued by AnimalCare when its founder went there later in the afternoon. The puppies are currently under the joint custody of MDDB and AnimalCare and will be transferred to our half-way home if no one adopts them by March 15. Apparently, the pound people had boiled some chicken head in water tampered with curry powder for the dogs. Going by the pictures, do the dogs come across as being overjoyed with their stay in the pound as claimed by an unscrupulous few? See for yourselves people. Please also save the lives of this dogs by fostering or adopting them as pets or guard dogs for your homes, factories and farms. Please help them.

ERNIE - 013-6064446

We had an incredulous tele-conversation with Ernie who is in charge of the pound. She admitted that she was in-charge of the pound but denied that she had ill-treated the dogs there. We told her that not giving them food and water was ill-treatment and she claimed the dogs were fed rice. Which we do not believe.
She also said one of the pictures we uploaded on Mondayof a dog - which apparently died of starvation - was also not her doing. She said the dog had been fed but it had refused to eat and hence starved. She said it must have refused to eat because it missed its family very much.
Apparently she had removed the dog from the owner's house because it did not have a license. We asked her if she had compounded the owner first before seizing the dog
.

Ernie: Kompounnya Rm1,000 manalah dia orang boleh bayar?
(They compound is RM1,000 - how can they afford to pay).

We: If they loved their dog - they would pay the amount and do the necessary. So, did you not compound them at all?

Ernie: Mengikut undang-undang kami boleh kompaun atau sita terus. Saya tak bagi kompoun, saya sita terus.
(Under the by-laws we can either compound the owners or immediately seize the dog. I didn't give them a compound - I seized the dog on the spot.)

She also admitted that she goes on dog-catching rounds and that it was true she had even gone as far as entering the toilet of a coffee shop to seize a dog purportedly owned by the shopkeeper.

THIS IS SHOCKING! This woman does not compound owners but seizes their pets on the spot and throws them into the pound.

Since, she told us that she did not think they could not afford to pay the penalty - allegations that she prevented dog owners from seeing their dogs must be true.

MPS MUST DO THE RIGHT THING BY REMOVING THIS CRUEL WOMAN FROM THE POUND.

PLEASE lobby for that change.

THESE ARE THE PEOPLE TO CONTACT OR WRITE TO.

Those who mcan, please also lodge police reports.

UPDATE ON THE SELAYANG POUND SCANDAL

Herewith more sad pictures of what’s happening at the Selayang pound. Note the picture of the dead dog – it is wearing a collar and therefore is someone’s pet. We were told that the Selayang local council officer in charge of the pound Ernie - contact number: 0136064446 does not even let owners look for their dogs at the pound. She does not allow anyone to enter and this was clearly indicated when even the SPCA officials that included a vet, was not allowed entry into the pound yesterday. There is also a picture of the spot where a dogs was said to have been cremated. Our question is – when the other carcasses are packed in garbage bags – why was this one burnt? WAS IT REALLY DEAD? We spent more than two hours speaking with MPS councilor Gunaraj, who later conformed after his visit to the pound that the dogs were indeed in a dire state. Other councilors narrated to us how every time the issue of dogs was brought-up at the full board meetings – the council people would shrug it off and even crack jokes. Dear people, please do the right thing by voicing your protest. Be heard. See the pictures for yourselves people – this was taken yesterday and the dogs are eating the kibbles that we sent them. The place is also tick infested. Please visit the pound and demand to be let in – adopt a pup or dog if you can and if Ernie prevents you from doing so, please let us know. You can also bring food for these poor dogs – and if anyone can prepare some boiled chicken parts for them – it would be heaven sent. Anyone who wants to lodge a police report against the council please write to us.
