Just when we thought we can take a short break from advocacy and update our supporters about our rescue work - this crops up. We are shocked and appalled that human beings can actually resort to such cruelty. The letter says the six young people were told that the dog had been tied-up like that for quite a while - didn't it kick the conscience of the people who had passed by? Our rescuer friend Miza Nordin says she will go an look for the dog this evening as it definetely needs medical attention. The stick has also been identified as the pole used by council dog catchers. So, there must be truth that the dog was tied in that position by DBKL workers. We called KTM and its public relations officer Fazil said he too was shocked with the pictures. He has asked for emails to be directed to him and said he would redirect them all to the KTMB president.

After about an hour, as we were returning to the KTM Kepong Central Station, we received a call from the SPCA officer stating that the dog was now not tied up and was moving around. When we arrived, the dog was limping. The same KTM workers avoided us as we tried to confront them. A passer-by told us that the dog has been that way for quite some time.
The SPCA officer could not capture the dog as it walked away for quite a distance. He advised us to write to the media and to the SPCA as well.
Doenn't our country's animal rights support the idea that an animal has the right to live its life without being harmed and hurt by humans? We realize that people define the meaning of animal rights and abuse in different ways but aren't the citizens of our country merciful?
This dog could have been just put to sleep if it had been harming the public or causing a nuisance. Why stick a wooden stick down its throat?
So people, its back to pushing for justice again.

In the spirit of Gandhi, we should all be very worried where this country is heading, especially since it appears much of the animal abuse seems to be concentrated within KV, near to the country's central administration...I'm disgusted almost beyond words...these council people and all the KTM workers involved need help, psychiatric help, or perhaps they need to be reborn. They aren't doing the world much good as they are.
If i have authority, all centers captive animals like this will be closed . We switch on to the animal park more better. All animal lovers can visit and contribute respectively.

It has come to my attention that on March 15, an animal was senselessly tortured at the KTM Kepong Station. A passerby found a dog howling, tightly tied to the grill (steel fence) of the KTM station. (pictorial evidence attached)
The dog's leg and neck was tied tightly to the grill. A piece of wood had been shoved down inside its throat. The dog was bleeding and its faeces were all around it. The string was attached to a pole within the compound of the KTM station.
Based on account from the passer-by, when confronted, the KTM workers at the station said that it was done by Kuala Lumpur City Hall workers because a minister was to be visiting the station next week. Apparently, that animal has been tied that way over a prolonged period.
Even if this cruelty is inflicted by these workers, whom I shall label as "non-KTM workers", this incident occured in KTM premises. Hence, my question to you are :
1) Why was it necessary for the dog to be tied to the grill and have a stick shoved down its throat when a minister visits?
2) Was this done by KTM staff or DBKL staff?
3) Will KTM investigate why this was allowed to happen at its premises?
4) Why did KTM staff allow the dog to suffer in that position. Why did they not contact SPCA, PAWSs or other welfare groups?
5) What is KTM's policy towards stray animals in its premises?
Under the Animals Ordinance, 1953, animal cruelty is defined as such:
44. (1) Any person who -
(a) cruelly beats, kicks, ill-treats, over-rides, over-drives, overloads, tortures, infuriates or terrifies any animal; or
(b) causes or procures or, being the owner, permits any animal to be so used; or
(c) being in charge of any animal in confinement or in course of transport from one place to another neglects to supply such animal with sufficient food or water; or
(d) by wantonly or unreasonably doing or omitting to do any act, causes any unnecessary pain or suffering, or, being the owner, permits any unnecessary pain or suffering to any animal; or
(e) causes, procures or, being the owner, permits to be confined, conveyed, lifted or carried any animal in such manner or position as to subject it to unnecessary pain or suffering; or
(f) employs or causes or procures or, being the owner, permits to be employed in any work or labour, any animal which in consequence of any disease, infirmity, wound or sore, or otherwise is unfit to be so employed; or
(g) causes, procures or assists at the fighting or baiting of any animal, or keeps, uses, manages, or acts or assists in the management of any premises or place for the purpose, or partly for the purpose, of fighting or baiting any animal, or permits any premises or place to be so kept, managed or used, or receives or causes or procures any person to receive, money for the admission of any person to such premises or place,

As the offence took place in KTM premises, on this basis, I am lodging an official complaint to KTM, of animal cruelty facilitated by the staff at KTM Station Kepong. As a member of the public, I strongly urge KTM to investigate this matter. First and foremost, this is an offence and should not be treated lightly.

this is so sick, totally agree malaysian are becoming more and more barbaric and inhumane to animals..
while we should pressure the authorities to find the real culprits behind this horrifying cruel act... we can also try to find the dog, if it is still alive after the ordeal it is put through.
what i find mystifying is that the spca inspector did not attempt to catch the dog even if it has gone a distance... the spca inspector should have TRIED to catch the dog... it was injured, how far can it go... it was limping too... then after catching it... if the SPCA cannot look after it, they can contact one of the animal rescue group like MDDB to take over if possible... that should have been the way... each group helping the dogs in their own way.... and cooperating with one another... so sad...
now others have to find the dog... and it won't be easy... it could have died from its injuries by now... or hiding somewhere and slowly dying day by day...
sigh... lots of sickos in our society... dogs are not safe in the streets anymore, come to think of it... civilised people are also not safe in the streets too...

the letter did not said who released the dog. if the spca inspector had released the dog, he/she should have taken it for medical treatment and then SPCA can decide the next step... like let an independent pet rescue group take over the rehoming of the dog.

that DBKL plan to demolish a shed built behind a temple (built with the consent of the temple) to house stray dogs by 23 March 2010.
Why DBKL can't spare a thought to these poor dogs? What have they done wrong? Why throw away the effort of these independent pet rescuers who rescued the dogs off the street in the hope that they will be adopted and re-homed in the future?

i just cant even start to think about how the poor defenseless dog would have suffered. These people who did this to the dogs, needs one of their family members to be tied n treated the exact same way to feel the magnitude of pain as we animal lovers feel. I am also disgusted by the way the SPCA staff reacted to the whole situation. Yes, maybe there is an overwhelming amount of cruelty cases etc, whatever other excuses going on, but there is NO excuse whatsoever to deprive the right to medical attention as i am sure it CLEARLY needed it. I only wish i was in Malaysia to have witnessed this as i know for an absolute fact, i would have nursed this dog as best as i can n to ensure it found a lovely home for the trauma it's suffered. Even if this was shown in the newspaper i'm sure 'most' ppl will come across it and feel maybe a slightliest sense of remorse or shame.These dying animals has no use for this temporary 'emotions'..they need physical help.establish local animal protection shelter,sign up for volunteer work, protest. Tq for the interest and your effort in forwarding the case to DVS.
We have arraged for the inspection at the said site in fact yesterday by our Kuala Lumpur DVS Enforcement Team.
We could not locate the said dog after we made some enquiries from the surrouding people. We believed the said dog is a stray dog and had been released by the public.
As we hv not been able to establish any thing in the said location, we therefore conclude this case as NFA (No Further Action) unless new evidence can be surfaced or received by the DVS. In future, you are advised to contact the nearest DVS Enforcement office as soon as possible to report any incident of cruelty to animals for effective enforcement action (we need evidence to act against the culprit).
Once again thank you, your concern for the welfare of animals is greatly appreciated by DVS.

WHAT THEY HAVE DONE TO THIS DOG SHOULD NOT BE IGNORED. WHAT THEY HAVE DONE TO THIS ANIMAL THEY WILL DO TO A HUMAN. THEY HAVE NO RESPECT FOR LIFE AND SHOULD BE BROUGHT TO SERIOUS JUSTICE OF LAWS. Those fucking barbaric people that can do this to an animal should not be breathing the same air as us that love animals, i pray and will keep praying that those people meet their doom sooner rather than later, let us rid the world of such vermin that dare call themselves humans
this country is full of dog-hating barbarians and unless those who love dogs stand up and fight for the dogs, such cruelties will happen again and again... if you see anyone on the streets rescuing a tortured dog, please go and help out, and if you see anyone torturing a dog in this way, don't just keep quiet... if u are too scared to intervene, shout for help... run for help, take a picture as evidence... do something... but for heaven's sake don't just look the other way and walk away... because if u do so, it is doomsday for all dogs in this country...

I'm horrified. but, how the poor dog must have felt just makes me want to faint. Horrible human beings have done that they should be punished for life.

Just to clarify, the SPCA driver tried but could not catch the dog. The two drivers went back every day for four days, they only saw the dog on the first day. It was already at a distance, and ran off, though it was limping. I'm sure those critical of the efforts can understand how difficult it can be to catch a wary stray dog, what more one that had been tortured this way bu humans. It's easy enough to comprehend.
We still do not know who released the dog, but it was done within a day of the report being made by the eye-witness. Chances are it was the KTM staff.
Let's not be so quick to jump to conclusions or condemn the SPCA, especially when none of you save a few actually know what actually happened.
The one who did this to the poor soul deserve to be treated the same way. This is just another incident showing how evil man can be. I am ashamed to call myself a Malaysian when you see how the dogs are treated here. When it comes to handling stray dog problem, Singapore government is doing a much better job then us. Dogs are men best friend, please do something to help these poor little ones.
Whoever did it, I hope they believed in KARMA.

I was deeply upset by this and wrote letters to both DBKL and KTMB.
KTMB replied and said they will "process" my letter.
Now I want to know what else we can do?
We have a law (The Animal Ordinance 1953. Section 44 )to back this case, so what can we do next?
Can we write a petition and then send it to all the government affiliates and bodies?

when i read news saying dogs biting their child, wont it be their child fault for throwing stones at them, kicking them or poking them which irritates them till they got angry n defend themself till they have to bite back young kids.....it's not animal fault. And animal wont go bite u if u dont hurt them.

MALAYSIAN Kids need to be educated to love dogs, animals as well.. To be able to become a first class country. You need to start practicing now. Control and educated your people. This inhumane and lack of compassion towards dogs is totally unacceptable.

Outrageous !! I see a dog with it's back to the wall !!
Which " low life " had put this innocent dog into such horrendous situation ? I have heard a lot about the animal-cruelty in Malaysia, this is only one of those criminal act I saw.
All stray dogs in Malaysia I have seen are of the same poor health condition, look at this dog, obviously it has been victim of disease of many kinds, look at it's skin !
Should you be a human being and come across a poor animal suffering like this, you should have been taken it to a shelter where proper food and medical treatment provided to help him out. How could any two-legged has the heart to do such a cruelty to a wretched dog like this, how could any two-legged do this to life form of any kind, outrageous !! Worst of all, the poor dog was tied in that position by DBKL workers, Shame on you two-legged who did this, shame on you two-legged who turned blind eyes to such cruelty, shame on the Malaysian Government which allows or even suggests such cruelty take place on your territories.
You are not respected when you wear a 5-carat diamond ring on your finger but your children are dressing in rag. You are despised by the whole world no matter how you brag about your nation in the meantime your dogs and cats are subject to cruelty to such an extent, what wrong had the dog done, they are much more a being of noble mind than many evil two-legged, they don't cheat, they don't lie, they don't take advantage, they don't speak ill of others, they don't trap you, they don't do the crime you do every day !
Why there are so many dogs and cats being mistreated to such an horrendeous condition on your territories, you even have the face to suggest people to consume dogs, I call you " low-life".

It is extremey devastating to see such a cruel act among Malaysians. Animals deserve to be treated just like human too. Im pretty sure the authorities will make no justice to this matter. Hi, I would like to know how and where I can volunteer...
I wish the person/peoples that does this to the dog get the same treatment. They should be fired from the job and black listed from any job and be considered/treated as community trash. He/she should be put to death in a tortures manner. Well may the person that did this face an even worst circumstances, this person may even be a danger to the society.
I am against cruelty against DOGS! no matter where it is
it is inhumane and I think maybe it is because Malaysia is a muslim country and unfortunately in those countries dogs considered as not clean animals -- like pigs Except that DOGS have Loving Personalities and they are devoted to men.
