In reference to the above post - you do not have to open your gates and doors to local council officers who want to inspect your dogs if you do not want them to.
Do not be intimidated if the group comes with a VIP i.e a Selangor executive councilor in tow.
It is your right not to allow them to inspect your dogs. If they say they are there to inspect your surroundings for aedes, put your dogs inside the house and get them to look around quickly.
In the event they say they have received complaints from your neighbours, ask them to compound you.

Sorry for asking this rather naive question, but what does "compound" mean exactly? and what actions are required after being "compounded"?
